Here is the poem, it is my assignment, english is my second language and I have an assignment about this poem . I need the meaning of it:

Western wind when will thou blow
The small rain down can rain?
Christ, that my love were in my arms
And I in my bed again

   Sounds like this person is from the west
   and he is remembering old times
   hoping that there will be a future
   then they pray for their love to be back into their arms
   and then they just want to sit and relax without stress
